1Material and labour for preparation of existing bituminous (black top) surfaces by wire brushing to remove adhered mud and encrustations, sweeping with brooms and final cleaning by mechanical air blowers to remove all loose dirt, complete. applying Polymer Modified Emulsion (PME) with mineral filler in two coats as per manufacturer s instructions, using approved mechanical spraying equipment and as per Technical Descriptions note B below complete all as specfied and as directed. (a) First coat shall be applied @ 1.20 litres per Sqm comprising 0.60 litre undiluted PME diluted with 0.60 litre water (1:1) and mixed with mineral filler as recommended, applied uniformly by spraying/mopping using specially designed mopper, ensuring penetration of 10 20 mm, Initial setting time shall be 4 5 hours and not exceeding 8 hours. (b) After complete drying and setting of first coat, second coat shall be applied @ 0.80 litre per Sqm comprising 0.40 litre undiluted PME diluted with 0.40 litre water, mixed with mineral filler and applied uniformly complete all as per manufacturer s instructions as specfied and directed by Engineer in Charge. 18750.00Sqm
2Notes: A The tenderer shall take into consideration for the following points while quoting his rate for this item and his quoted rates shall be deemed to be included the following:- (a) Using of PME Material having quick drying capacity and shall be provide atleast two spray trucks for application of PME at site. (b) Any Hampering/Stoppage of works due to ATC/Flight movement/any miscellenous reasons shall be borne by contractor and accordingly the works shall be stopped. No claim shall be made by contractor. (c) The work shall be carried out by authorized & qualified applicators of the manufacturer as approved by E in C. (d) Friction parameters shall be between 0.35 to 0.60 after application of PME. (e) Contractor will make necessary arrangements for procurement of Portable Skid Resistance Tester (PSTR) and carry out necessary testing as directed without any extra cost to the department. Skid resistance will be perform by the contractor without any extra cost at every 5000sqm (maximum) as directed by GE/Engr-in-charge.
3(f) Two year warranty of material performance and application performance shall be obtained from the manufacturer of PME. Warranty will include the fact that structure will remain water tight and no further cracks will be formed, excluding damage caused by natural calamities. (g) Permeasbility test (ASTM D 2434) to be conducted on the surface prior and after to application of treatment. (h) A performance guarantee certificate for two years shall be submitted by the contractor to the GE on completion of work as specified. (j) Any number of trials patches of dimension 15mx15m at selected places for application of PME as directed by GE will be undetaken before commencement of treament. (k) Friction parameters, permeability parameters to ensure zero porosity, penetration of PME after application of both coats and micro and macro textures will be determined through relevant testing methods as directed by GE/Engr-in-Charge. (Qty. will be measured and paid under relevant items of first coat and second coat of PME. (l) Care shall be taken to fill gaps/cracks up to 3mm size with mineral filler as per manufacturer s instructions. (m) Application of PME shall be done under the supervision of manufacturer's technical experts.
4(n) The application of PME should be carried out on a clear day to avoid mixing of rain water with the PME based emulsion. (o) Provision of Rubber removal will be perform by AAI (Airport authority of India) well in advance which will be coordinated by GE and concered engr in charge and only thereafter PME works will be carried out as per scope of works. Notes : B As per E-in- C br dirns vide policy letter No 95610/Policy/116/E2W (RI-I) dt 23 Mar 2017, the spraying machine used in the works as per designed to mix PME, water and mineral filler to convert it into fine homogenous compound for application. The technical details and description of the spraying machine is as under:- (i) PME-Rejuvenator Mixer tank capacity ranging from 600 litres to 1400 Litres. (ii) Batch (PME- Rejuvenator and mineral filler) of capacity ranging from 450 litrs to 1250 Litres (iii) Machine output per hour 500-1000 Sqm per hour. (iv) Total connected pump power 10 HP -20 HP (v) water feeding system through 1 HP self priming moon set pump. (vi) Load cell based digital weighing system with digital display batch controller. (vii) Gear Ring & Rollers are accurately machined with gear cutting operation supported by heavy duty twin rollers to prepare homogenous mixtures. (viii) Microprocessor panel with digital control.
5Notes : C -(i) Runway painting area i.e. Centre line,touch down zone,side stripe marking aiming point and all painting area will be covered before PME application.It will be ensured that the covering is not disturbed during application of PME. (ii) Runway centre line lights,touchdown zone light,runway edge light and other lights will be covered during application of PME and any damage to the existing lights will be made good without any extra cost to the Govt. (iii) The Area of these runway paintings mentioned in note C(i) above will not be considered in measurements of from the area of PME application.
