2Design, Installation, Testing, Commissioning, & Integration of the Advanced Metering Infrastructure (AMI) for Dhana Military Station under AGE I Dhana under AOR of CWE Bhopal comprising of the following:- (a) Perform site survey for designing the Advanced Metering Infrastructure (AMI) system network based on GPRS/RF/RF Mesh/Hybrid with various analysis tools for selection of particular type of Smart prepaid Meters, (Single phase/Three phase, RF/cellular) location of DCU & repeater panel for RF/RF mesh meters duly considering the maximum strength of signal reception, network performance & optimum reliability for replacement of existing 722 Nos of meter at different locations in Dhana Mil Station with smart prepaid meters confirming with IS: 16444: 2015(reaffirmed 2020) with communication technology based on GPRS/RF/RF Mesh/Hybrid reqd for functionality of the system. The system shall be designed in such a way that additional metering infrastructure subsequently required upto 25% additional may be added to it. (i) Communication network proposed in design shall provide reliable medium for two-way communication between various nodes (Smart meter, Gateway/Router/Access Point/ DCU (wherever applicable) & HES. (ii) RF based network proposed shall frequency band as permitted by WPC. The engagement of network service provider is in the scope of the bidder to meet the performance level. (iii) Meter data shall be routed/ collected by field devices like Gateway/ router/Access Point, Data Concentrator Units (DCUs) wherever applicable given the communication technology used and transported to HES through WAN backhaul connectivity. Note:- (i) The entire system design given by bidder incl various type of Smart Meters, DCUs, repeater unit , communication network and CSP etc be got approved from the Stn HQ by GE prior to accord of approval for execution of work. (ii) The bidder shall design/hire reliable, interference free & robust communication network. It shall be effective for providing communication in terrain, topology & the consumer density of the project site. (iii) The network solution deployed by the bidder shall have disaster recovery mechanism in place. 1.00Job
3SI No. 2 Contd... (iv) A suitable NMS shall be built to monitor the performance of the communication network round the clock. The NMS shall provide viewing of all the networking elements deployed at site and enable configuration & parameterization of the networking devices and the nodes. (v) The network shall have all requisite adequate Cyber Security measures. The network security would be extended to all the interfaces also. The security may cover the following: (aa) Secure Access Controls (ab) Authorization Controls (ac) Logging (ad) Hardening (ae) Malicious Software Prevention (af) Network Security (ag) Device Security
4SI No. 2 Contd... (vii) All the hardware, OS and application software shall be hardened. (viii) Application, scanning and hardware scanning tools shall be provided to identify vulnerability & security threats. (ix) Data shall be encrypted at system/device/technology level. (x) While procuring cyber security items testing must be done and the system must be secure by design. (xi) Residual information risk shall be calculated by bidder and same shall be submitted for perusal of cyber audit teams. (xii) Penetration & Vulnerability assessment test from certified auditors during field Acceptance Test (FAT), Site Acceptance Test (SAT) & Operations and Maintenance period. The cost of monthly/ annual charges of telecom operator from installation till completion of work is included in the above quoted rates.

(b) S&F Installation, Testing, Commissioning, integration of the AC Single phase, two wire, temper proof, smart prepaid meter of accuracy class 1.0, 240 volt, 50Hz, single phase ,10A - 40A, as per IS: 16444: 2015(reaf firmed 2020) with communication technology based on GPRS/RF/Hybrid/ RF Mesh/any other advanced technology as per CEA/TRAI regulation alongwith the following specifications and layout design as approved by GE videas decided under para (a) above for qty 667 Nos. The Smart Meter shall comply following points:- (i) Smart Prepaid Meters of different makes not less than 33% and not less than 03 makes to ensure interchangeability at a later date as approved by GE shall be provided by the contractors. (ii) Smart meter shall have both mode of payment i.e. prepayment as well as post payment mode. The payment mode shall be compatible with all possible payment/ recharge modes, be it online or offline mode. (iii) The smart meter must have two way communication capability and two way measurement i.e. with the ability to measure the incoming and outgoing (import and export energy). (iv) Remote instantaneous meter data reading at interval of 15/30 minute for voltage, current, power factor, power consumption, cumulative energy, frequency, monthly billing data, date and time, last recharge amount & time, current balance amount & time, current calendar month maximum demand in KW. These data must be displayed on auto scroll for a period of 10 seconds continuously and with push button on demand. (v) Remote load limiter and connection/disconnection on demand. (vi) Remote firmware upgrade facility. (vii) Integration with billing and collection software, mapping, Consumer, indexing, analysis software and outage management data system. (viii) Security features to prevent unauthorised access to the AMI including smart meter and meter data and to ensure authentication of all AMI elements by CERT auditors. (ix) Temper event detection recording and repeating as per IS:15959 Part 2. (x) LED indication for phase presence and relay status. (xi) Real time clock (RTC) as per IS;16444 part 1/IS 15959 part I & II including separate battery backup for RTC. (xii) The smart meter must be able to accessed remotely for collecting data/events and programming of selected parameters.
