| 1 | Site survey, Designing, supply, installation, testing, commissioning of Advanced Metering infrastructure (AMI) to integrete smart meters, communication network and data management systems to enable real-time monitoring and management of Single Phase Smart meters comprising the following:- (i) Single phase smart meters suitable for operation on 230 V, 50 hz AC supply, classs 1.0 accuracy of range 10A-60A confirming to BIS-16444 (Revised 2020) & relevant IEC standard with inbuilt cellular/RF communication facility, including the sufficient memory for data storage with suitable display etc. (ii) The smart meter shall be of different makes (Not more than 33% of individual make). The meter shall be provided with DCU & repeater (if applicable) of suitable specifications & Nos as per the requirement. (iii) Designing, Supply, installation, testing and commissioning of communication infrastructure (RF/ cellular as per the requirements) to meet the performance requirements of handling minimum 21,000 Nos of meters(Single Phase / Three Phase) of different makes with feasibility for incorporation of 25% future requirement. (iv) Designing, supply, installation, testing and commissioning of Meter Data Management (MDM)System. (v) Designing, supply, installation, testing and commissioning of Head End System. (vi) The smart meter shall support open communication protocol DLMS with the software. (vii) Integration of different charges like water charges, rent and allied fee etc for generation of common bills. (viii) Integration / interface of the AMI system with application systems like metering /billing/ collection. Interface has to be provided in the proposed solution to upload and process meter data from these systems. (viii) Including all necessary equipment and softwares for functional requirement of the AMI. (ix) Including all the recurring charges of telecom operator softwares etc from installations till the completion of the project. (x) Planning, development & tuning of communication system including cellular network (if required) to meet the performance requirements. | 2 | (xii) Single phase polycarbonate meter box of suitable size for fixing of new prepaid meter alongwith all fixing accessories having IP-65 protection including fixing the box in wall front opening door alongwith locking system all as specified and as directed. Note:- (a) blank (b) Box shall be suitable for IP-65 protection. It shall be made from polycarbonate with glass fibre reinforced material. (c) Degree of protection for mechnical load shall be IK08 as per EN50298. (d) Box shall be fire retardant and self extinguishing. It shall have internally embedded extruded silicon gasket. (e) Color code of Box shall be as per Ral 9011/7035. (f) Any make as per specification given can be supplied. (g) Clamp for fixing of Box shall be of SS-304. | 4 | Note for Srl Item No 1.00 and 2.00 here-in-before : (i) The meter shall be compatible with communication technology GPRS/RF/Hybrid (RF+GPRS)/ or any other advanced technology as per CEA/TRAI regulations. (ii) It should be possible to integrate meter and DCU of any make as approved by GE with software as being provided. (iii) It shall be possible to run the meter in both prepaid and postpaid mode. (iv) The meters should carry 10 year guarantee. (v) The quantity of communication instruments (RF meter/cellular meter/DCU/Gateway/Repeater) shall be worked out by contractor after field survey and same shall be approved by GE before execution. (vi) The meter cost shall include the cost of DCU and repeaters of suitable capacity and Nos as required. (vii) The necessary Cyber clearance/ Audit shall be carried out from authorised agency/firm by the contractor as per E-IN-C's policy no- 12/2023. Cost of the same deemed to be included in overall cost. (viii) Firm supplying smart meter should have BIS license as per 16444 at the time of supply. (ix) OEM shall share the BIS certification/authentication/enscription keys/passwords of the meters alongwith all the necessry relavant details with GE. (x) The contractor shall be responsible for removing the existing meter, noting down the reading and depositing it with the GE. | ||
| 5 | (xi) All RF meters shall be based on self healing "MESH TECHNOLOGY". (xii) Blank (xiii) 8 No. DCU and 04 No. repeater shall be supplied as "SPARE" within overall cost quoted. (xiv) DCU shall have folllowing features:- (a) DCU shall be with IP-67 protection. (b) It shall be compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. (c) It would have internal memory to store data of at least 200 modules. (d) It shall have inbuilt battery back-up. (e) It shall support auto discovery of the meters and self healing mechanism for the breaks in the RF network. (b) It shall be able to configure the communication with underlying nodes / meters (c) It shall be able to pull data at configurable frequency from the nodes / meters. It shall be able to prioritize control commands. (d) It shall support on demand data from nodes. (e) It shall support data transfer via cellular / optical fibre communication. In case of cellular communication, it would support dynamic IP sim from any telecom service provider (minimum 5G and fallback to 2G). (f) It shall be able to communicate to the nearest meters directly. For farther meters, it would allow communication through existing meters via mesh or other formation. (xv) The meters shall be compatible for integration with third party software. (xvii) The contractor shall provide training and guidance to MES Staff. |
