| 1 | Establishing of Green waste processing plant (Land & sheds for establishing facility shall be provided by the Board/ Department as per approved scheme) to recycle green waste generated within the territorial limits of Delhi Cantonment. The green waste shall be collected & transported to waste processing plant site by the transport engaged by the Board/ Department as per mutually accepted time schedule. The bidder shall be required to establish, operate & maintain all equipment s, machinery, tools, plants, manpower, consumables accessories for processing of green waste & its recycling to Biomass briquettes or pallets or bio-fuel etc. as per approved scheme under his own arrangements & at his own cost. The complete equipment s, shredding/ chipping of wood & leafy waste, sieving, storage, bagging, stacking & disposal of recycled waste shall be carried out by the bidder. After expiry of the contract the successful bidder shall be allowed to remove all his machinery & equipments & shall hand over clear site force from all encumbrances to the Board. The daily green waste provided at the waste processing site will be weighed through a weight batcher (installed, operated & maintained by the Board) and daily tonnage of waste processed shall form the basis for payment to be made to the bidder, subject to the condition that the waste provided at the site is processed fully on the same day. The recycled products retrieved/ generated/ obtained from the processing of green waste shall be the property of the bidder & its sale & final disposal from time to time shall be the responsibility of the bidder. The Board intends to establish a zero green waste solution facility so all the green waste needs to be processed on daily basis by providing suitable waste processing equipment s, machinery & manpower. The electricity for running of equipment s/ machinery shall be provided by the Board & the consumption shall be chargeable @Rs.5 per KW throughout the validity of the contract for which the bidder shall install an electric meter of approved make, quality & configuration. The payment to bidder shall be made on the basis of tonnage of Green waste processed. The rates quoted by the bidder for processing of Green waste shall be fixed for the first two (02) years with no price escalation. However for the years 03 (three) to 05 (five) the quoted rates shall be subjected to annual increase of 5% & for the years 06 (six) to 10 (ten) years the quoted rates shall be eligible for annual cumulative enhancement of 7.5% to account for aging machinery & higher maintenance & labour costs.
