| 2 | Laying of MDPE Pipeline of PE100 grade with SDR 11 by any methodology (open cut trenching/trenchless/manual or mechanical boring/mol ing/HDD) in all kind of soil (soft/hard/rock) including hard rock with all kind of surface (normal/built-up/CC) as mentioned in SOR item. Raking up of built-up surface for the entry and exit pit in case of laying by moling/HDD or open trenching in case line is lai d by open cut method is covered under the scope of this item. Procurement and Installation of PE Fittings, Transition Fittings, War ning Mats and any other items required for execution of work shall also be in Contractor's scope. Preparation of detailed route plan , making trial pits to determine the underground utilities/ services etc. Liasioning shall be carried out by the contractor to comp lete the project in totality. Restoration of the all excavation / trial pits as per satisfaction to Engineer- Incharge (EIC) to ori ginal condition, barricading the work area as per the procedures & drawings provided in the tender and as per the directions of EIC. Dewatering of trenches / pits if required as per site condition. Repairing of all damaged utilities if any, and payment of any comp ensation (if claimed by owner / other utility agencies). Trenching to the required depth in all type of surface/soil, providing addi tional protection like CC slab etc. as per PNGRB guideline where sufficient depth can not be attained, uncoiling / stringing of PE p ipes, jointing of the PE pipe ends / fittings / valves by qualified personnel, using approved electro fusion techniques as per the s pecification. No Separate rate is payable for excavation in any kind of strata including rock. All fittings whatsoever required to c omplete the work is in contractor's scope. Receiving, handling, loading, transportation and unloading of owner supplied PE pipes or any other free issue material from Owner's designated stock yards to Contractor's own stock-yards / work-sites. Proper storing, st acking, identification, providing security and insurance cover for the materials. Survey of designated area & submission of plan fo r laying of Medium pressure/Low pressure network/service lines for societies / colonies/ localities shall be done by the contractor. However the MDPE pipe is to be laid on best probable route after discussion with EIC. All the Proposed route/kmz file of medium pre ssure main pipeline (180/125/90/63) and Low pressure network/service lines 32/20mm dia pipeline, as per site condition shall be disc ussed and finalised with IOCL/consultant for execution. Further, the scope of contractor also includes preparation of plan/kmz, for any change in route due to site condition for mainline (180/125/90/63) etc. Intimation to all other utility agencies through owner/ CBuD app as per the directives of EIC. Preparation and getting approval of schedules, execution procedures, drawings / sketches. Fi nalizing optimum route with consent of EIC. Uncoiling / stringing, laying and aligning of MDPE pipes in trench, clamping, jointing of the pipe ends / fittings / valves by qualified personnel using approved electro-fusion techniques as per specification. | 3 | Laying using any method with or without casing, survey of the under ground utilities, submission of site plans/layout drawings and H DD profiles for approval by EIC, execution of the work as per the specification, including excavation of the pits, moling with hole size not exceeding 20% of the pipe dia. Jointing and insertion of the carrier pipe in casing pipe (on case to case basis) and subse quent backfilling, compaction & restoration. Item also includes dewatering from the trench before laying of the pipes if required. The laying shall be carried out by any methodology as per specification and site requirement as decided by Engineer-in-Charge (EIC). Lowering the PE pipe line in trench to required depth, padding around pipeline with suitable soil including supply of foreign soil /sand required in rocky area or any hard strata, supply & laying of PE warning mat over the pipeline along the complete route and ba ckfilling with available excavated material, if suitable, after screening or procurement of suitable sand / soil as per directions o f EIC. Compaction with manual technique / jumping jack compactor and water at subsequent layers of 150mm, placement of all tiles / s labs / kerb stones etc. removed during excavation. Roads, pavements, footpaths etc. shall be made motorable wherever pipeline is lai d and shall be restored to original condition to the satisfaction of respective authority & EIC. Restoration Charges for all tiles / slabs / Kerb stones / Cement Concrete Road / Paver/ Brick soiling/ Asphalt road/ any type of tar road/ Red Sand Stone/ Channels etc . will be paid over and above with the separate SOR item rate. Procurement & installation of Transition fitting, GI end plug at TF for domestic connections/ commercial and industrial installations as per Instruction of Owner/Owner's representative for satisfactor y completion of job. Supply & Installation of Transition fitting of any required size for PNG Connection/SR/Domestic/Commercial/Indu strial connection is included in the PE laying rate. No separate payment shall be made for supply & installation of TF. Excavation, breaking through any obstructions, insertion of pipe, sealing the annulus, firm fixing of the sleeves with concrete mix, preparatio n of concrete pedestal & restoration of excavated pits within the size of pedestal & the same pit with the laying of pipe as defined in technical specification / instruction of EIC. Concrete Pedestal construction with supply of GI sleeve is included in the contrac tor's scope and no separate payment shall be made. GIS data collection: The scope includes Capturing GIS data of PE network along w ith all PE valves and fittings and sharing data in format prescribed by EIC/IOCL. The specification of the device to be used for GIS data capturing is part the technical volume. | | |
| 4 | GIS data to be collected prior to backfilling of trenches to locate & depict the as laid underground pipelines on GIS portal. Paymen t for GIS data collection shall be paid separately under relevant SOR. Cleaning the area of all unserviceable materials, debris, ex cess earth near trenches to the designated disposal area as per specifications, instructions of land owners / EIC to the complete sa tisfaction of local authorities. Supply & Installation of Pipeline Markers as per relevant SOR. Flushing, cleaning, pneumatic testi ng, purging with nitrogen and commissioning as per scope of work, specification and approved procedures providing all tools and tack les, nitrogen, instruments, manpower and other related accessories and as per instructions of the EIC/ SIC. Maintaining the complet ed pipelines/ installation for any defect, failures during defect liability period. Preparation and submission of as-built drawings , crossings details, termination, utility graphs and deviation statements. Submission of all documents required for contract closure in numbers as mentioned in contract. Handing over the completed works to owner for their operation/ use, returning of all surplus material to owner stores, reconciliation of free issue material area wise and obtaining no objection certificate. Submission of as- graphs and as-built drawings as per the attached specification and the instruction of EIC/ Owner. Final clean-up of right-of-use or area disturbed by contractor during their construction activities for laying of pipeline works and disposal of debris and surplus m aterial to designated disposal areas and backfilling of trench and compaction of the same as per satisfaction of Owner and / or as d irected by EIC. Preparation, Certification and submission of (DPR) daily progress reports, graphs, As-built drawings, crossings det ails, utility graphs and deviation statements. Any other activities not mentioned / covered explicitly above, but otherwise require d for satisfactory completion / operation / safety / statutory / maintenance of the works shall also be covered under the scope of w ork and has to be completed by the Contractor within specified schedule. | | |
| 5 | The list of areas where the pipeline to be laid/ allocation of work will be done after awarding of the tender. The quantities are te ntative and it may be changed during the tenure of contract as per the requirement of the Owner. In case more than 1 MDPE pipelines are laid in a common trench/bundle pulling, SOR rate of higher dia shall be paid as per relevant SOR. Payment for lower dia pipelin e which is laid in common shall be made under item of common laying. No Separate payment shall be made for any additional excavation including rocky strata if required for maintaining sufficient gap between two PE pipelines. PE line should preferably be laid by o pen cut/moling methodology so that connection can be done easily as and when required. HDD method is allowed only after consent from Engineer In-charge (EIC) for any specific location/stretch for laying of PE line. Shallow depth to be preferred for HDD. Project a rea means areas where Low Pressure PE network (63/32mm) is not laid previously as decided by EIC. O&M area means areas where Low Pr essure PE network (63/32mm) PE network is already laid & backfilled or commissioned previously provided line is not laid under same work order as decided by EIC. PE Pipeline laying work up to backfilling, submission of graphs/reports etc. and completion of pipeli ne laying work in all respect including backfilling. Scope of testing, commissioning is provided under separate item. Supply and in stallation of TF is also included in the scope of Pipeline laying. Testing, pre-commissioning, commissioning, GIS data collection, HSE compliance shall be paid under relevant SOR wherever applicable. | | |
